To balance expectations, achieving technical interoperability is one thing but realizing semantic interoperability is another matter. Therefore, enterprises should have realistic expectations for policy interoperability in business scenarios. Another caveat is that XACML as such helps solve policy interoperability, policy externalization and policy centralization, but does not automatically solve the significant policy manageability problem. Specifying complex policies for larger environments in XACML is a challenge, and model driven security is being advocated by some as a potential part-solution to this problem.
